<br />~JUO <br /> <br />after the construction investment of their <br />transmission system had been fully recovered. <br />This would require about 45 years according to <br />the calculations they had submitted. Accordingly, <br />in the interest in developing the water resources <br />of the Basin, I suggested to the utilities that <br />after the amortization of the costs of their <br />transmission system was completed, wheeling <br />charges be reduced to payment of local ad valorem <br />taxes and actual operation, maintenance and re- <br />placement. In the all-federal system O.R.& M. <br />must be paid out of the Basin FUnd. <br /> <br />On May 11, 1961 the Commission of the Upper <br />Colorado River requested IvaI Goslin, its Chief <br />Engineer and Executive Secretary, to make a de- <br />tailed comparison of the all-federal and the <br />combination transmission systems to determine <br />which would contribute the most money to the <br />Basin Fund out of which the participating proj- <br />ects could be financed. <br /> <br />After three days of research and study by <br />him and his staff, Mr. Goslin reported there <br />was simply no common items that could be com- <br />pared. He said it was like comparing apples <br />and oranges. It seems each party had proceeded <br />from a different set of factors, circumstances <br />and engineering and accounting data. Since then <br />Mr. Goslin has kept on top of every development, <br />la~ge and small. He has transmitted to each <br />Commissioner events as they have taken place, <br />copies of correspondence with Bureau officials <br />and pertinent data from all sources. He and <br />his staff have done a most thorough job. <br /> <br />On July 17, 1961, I spent half a day in <br />Salt Lake City with Mr. Goslin and his competent <br />staff checking a mass of figures, claims and <br />counter claims of both parties. <br /> <br />From time to time, I have spent many hours <br />with Mr. Kuiper of Mr. Sparks staff, checking <br />and counter-checking the claims of each party. <br />Mr. Kuiper has been exceedingly patient with me <br />and objective always.
