"No. It is my impression that New Mexico,
at least their Interstate Stream Commission and
their state Engineer, were fully informed on
this meeting. That was obvious because of the
fact that Mr. Reynolds had considerable know-
ledge of what was going to take place there.
There were no representatives present from
Utah or Wyoming other than the Commission mem-
bers themselves."

"Before we ask Commissioner Johnson if he
cares to make any comment3, do any members of
this Board have any questions to ask Mr. Sparks
in connection with his rEport? Hearing none,
I would like now to invite any comments Commis-
sioner Johnson would care to make in regard to
the statements that Mr. Sparks has just made."

"Thank you, Mr. Chairman. I have prepared
a written statement that revie\'ls this whole
matter, or my recollection of it, and reviews
my activities in this matter covering many
months. I have copies here if someone wants to
pass them out. Mr. Chairman, I should like to
present my statement and I would appreciate
any questions that might arise be saved until
I get through. I will be glad to try to answer
any questions that are submitted at that ti~e.

Mr. Chairman, members of the Colorado State
Water Conservation Board and your guests, I am
pleased to have this opportunity to review with
you my activities in the highly controversial
dispute which has developed with respect to the:
construction of transmission facilities to
serve the Colorado River Storage Project.

As the Colorado Commissioner of the Upper
Colorado River, I have deemed it my primary
duty and responsibility to be concerned with
and informed on all problems affecting the
development of the Upper Colorado River Basin.
A gigantic venture indeed in which I have been
very active as United States Senator, Governor
and commissioner for more than twenty years.
