(Please see attached
project description and map.)

Backqround
This study and project are of regional concern. The purpose is to resolve water supply issues
within a 120 square mile area in the Arkansas basin. The proposed reservoir would provide water
to the City of Florence, the Towns of Coal Creek, Williamsburg and Rockvaie, the East Florence
Water association, and the Federal Prison at Florence with a combined population of 8,300. The
preliminary cost estimate for the 2250 ac-ft Oak Creek Reservoir is $4.2 million, and construction
is tentatively scheduled within the next 3 to 5 years. The Feasibility Study has significant potential
to result in a loan form the Construction Fund or the Severance Tax Perpetual Base Account. The
guideline in this category of non-reimbursable investment is to fund up to the full requested
amount.

The City of Florence (and other entities in the service area) is in the municipal low-income
category.

To date about $40K has been spent buy the City to complete preliminary reconnaissance and
engineering evaluation on this project. These preliminary studies help form the basis for this
Feasibility Study.

Flood Protection. Water Project Planning and Financing.
