Application SummaI)'

This is an application for a plan for augmentation and exchange on Trout Creek near
the City of Woodland Park in Teller County (see attached map). The applicant is proposing
to use non-tributary groundwater imported from Water Division 2 to augment out-of-priority
municipal depletions within the City of Woodland Park's service area. The majority of the
proposed augmentation water will be available at the Woodland Park waste water treatment
plant after it has been delivered and used within the City's service area. Applicant will also
operate a junior exchange (1992) upstream from the Woodland Park sewage treatment plant
to various points of depletion.

CWCB Appropriations

The Board holds an instream flow decree on Trout Creek for 2 cfs, with a November
15, 1977, appropriation date, which could be injured by this application.

Potential for Injul)'

Applicant's plan for augmentation and exchange may not replace depletions to Trout
Creek in the same amount, timing or location at which they occur.

Other Obiectors

There are no other objectors in this case. However, at the time this memo was
prepared, the period for filing statements of opposition to this application had not yet
expired.
