Roan Creek Project 10:37 am. - 12:50 p.m. <br />Tape 3 Start/Stop 3137 - 1939 <br />Tape 4 Start/Stop 3298 - 3444 <br />Action: A revised substitute motion was made by Jim Lochhead (with <br />modifications by Janice Sheftel and Bob Jackson) and was seconded <br />by David Harrison. The motion states: "Until more information is <br />brought forward that addresses, the questioI1!' posed to the project <br />proponents, the Board opposes the Roan Creek Proposal. This <br />position is based on the Board's knowledge and understanding of the <br />Proposal to date, the Board's prIor position with regard to the <br />Galloway proposal, the positions of the other Colorado River Basin <br />States that were taken in opposition to the Galloway proposal and the <br />positions taken by Arizona and Utah opposing the Roan Creek <br />Proposal. The Board does not see a substantive difference between <br />the Roan Creek and Galloway proposals. The Board encourages the <br />project proponents to develop their answers to these questions as <br />quickly as possible. In addition, the Board conveys this motion to all <br />water entities in the State, and urges their consideration of the same <br />position."
