Water Supply Planning and Finance Section - Small Project Loan Fund - Four Seasons <br />Trout Farm - Fish Hatchery Rehabilitation Project <br />Track 2, Start/Stop: 2020 - 2914 <br />Action: A motion was made by Greg Hoskin to accept the staff recommendation that <br />the Four Seasons Trout Farm receive a loan from the Small Project Loan <br />Account. The recommendation was amended to add "approval is contingent <br />upon passage of the Projects Bill" and to add "first interest in the water right" <br />to the second paragraph. The motion was seconded by Keith Catlin and <br />approved (6-0). <br /> <br />12. Water Supply Planning and Finance Section - Request to Lower Interest Rate on an <br />Existing Loan - Tunnel Water Company - Laramie-Poudre Tunnel Rehabilitation <br />Project <br />Track 2, Start/Stop: 2914 - 4524 <br />Action: A motion was made by Eric Wilkinson to accept the staff recommendation <br />and make no interest rate adjustment. In the future, staff will make clear to the <br />applicant that the interest rate on a loan is based on ownership, not water use. <br />The motion was seconded by Ray Wright and approved (8-0). <br /> <br />13. Severance Tax Trust Fund Operational Account Recommendations for FY 03-04 <br />Track 2, Start/Stop: 4524 - 5434 <br />Action: Information item; no formal action taken. The Board concurred with guidance <br />from Greg Hoskin that the Board's priorities should be provided to the MEGA <br />Board and that Staff should continue developing more formal grant guidelines <br />and priorities to be approved by the Board. <br /> <br />14. Stream and Lake Protection - Proposed Appropriations <br />Track 2, Start/Stop: 5434 - 10755 <br />Action: A motion was made by Greg Walcher to appoint Felicity Hannay as the <br />Board's Hearing Officer. The Director and the Hearing Officer would appoint <br />an alternate if appropriate. The motion was seconded by Eric Wilkinson and <br />approved (8-0). <br /> <br />15. Stream and Lake Protection - New Appropriations Year 2003 Work Plan <br />Track 2, Start/Stop: 10755 - 13055 <br />Action: Information Item; no formal action taken. <br /> <br />16.
