Water Supply Planning and Finance Section
Design and Construction Status Report

The CWCB Water Supply Planning and Finance Section has completed 4 projects in FY 00-01. Currently we
have II projects under construction and 14 projects in the design phase.

The attached spreadsheet summarizes project status including budget, construction schedule, and progress to
date. During this current reporting period I project was completed.

The attached progress report briefly outlines all active project design and construction information and progress
to date.

Projects Under Construction

1. Excelsior Irrigating Company - Excelsior Ditch Rehabilitation
Authorization: SB 97-008 County: Pueblo - E of Pueblo
Water Source: Arkansas River Project Yield: 4,250 ac.fl.
Terms of Loan: $251,125 @ 3.75% for 30 yrs Project Type: Ditch Rehabilitation

This $335,000 project is the re-construction of approximately 2 miles of open ditch, which has previously been
abandoned and farmed over. Also included in the project is the construction of scveral pump stations for water delivery.
The project is located in Pueblo County 10 miles east of Pueblo. Project design was prepared by the Pueblo Office of the
Natural Resource Conservation Service, Ralph Adkins, P.E. of Pueblo, Irrigation Engineering of Alamosa and Hendrooke
. Sprinklers of FI. Collins. Project construction commenced by the owner and several sub-contractors in May 1998 and
was originally scheduled for completion in the fall of 1999. Flooding damaged the project area during the summer of
1999 that has delayed the project's completion schedule ttntil the December of 2000.

2. Model Land and Reservoir Company - Model Reservoir Dam Rehabilitation

Water Source: Purgatoire River Project Yield: 6,000 ac.fl.
Terms of Loan: $335,000 @3.75%for30years Project Type: Dam Rehabilitation

In May of 1999 a flood event originating in the local basin overtopped thc existing outlet conduit, damaging the
outlet gate tower, the dam embankment, and causing downstream property damage. The proposed project to resolve the
emergency situation consists of constructing a new outlet tower and conduit. repairing the dam embankment, the
construction of a concrete parapet wall, and the installation of water level and discharge rccording devices. The final
design plans were completed by URS Greiner, Denver, CO, and are currently under final review at the State Engineer's
Office. The project was awarded to TLM Construction, from Swink, CO, who commenced construction in January 2000
and have completed the work. Project substantial completion is pending, until final review and approval is received by
the State Engineer's Office, the loan contract is complete and final payment request and project advertisement has been
received from the owner. Project substantial completion is anticipated in December of 2000.

3. Otero Ditch Company - Diversion Structure Rehabilitation
Authorization: SB County: Otero - N.W. of Fowler
Water Source: Arkansas River Project Yield: 20,687 ac.ft.
Terms of Loan: $155,000 @ 4.0% for 30 yrs Project Type: Diversion Structure

The Otero Ditch Company diverts water directly from the Arkansas River approximately I mile northwest of the
Town of Fowler. The existing diversion structure and right abtttment were washed out during flooding in April and May
of 1999. This $620,000 project involves stabilizing 2000 l.f. of streambank, the construction of a I 82-ft. long concrete
