Draft Gagging Program Memo <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Federal and Interstate Issues <br /> <br />Endangered Fish Funding Legislation: HR 2348, the bill authorizing the Bureau of Reclamation <br />(Reclamation) to share the costs of capital construction projects under the Upper Colorado and San Juan River <br />endangered fish recovery programs was signed by the President on Oct. 30. It is now Public Law 106-392. <br /> <br />The estimated capital cost for the two programs is $100 million, $82 million for the Upper Colorado <br />River Program and $18 million for the San Juan River Program. Upper Basin states will contribute a total of $17 <br />million. Colorado's share is $9_1 million. Colorado is also preparing to loan $17 million to the two recovery <br />programs to be repaid by power revenues collected from Salt Lake City Area Integrated Projects Firm Power <br />Contractors. This will allow these contractors to participate in funding the capital projects and meet project <br />repayment obligations within the 50-year time frame established by the Colorado River Storage Project Act. <br /> <br />Babbitt Pulls Down Slab of Dam In California: On Oct. 12 Interior Secretary Bruce Babbitt led a e <br />demonstration to remove the 200-foot Matilija Dam on the Ventura River in southern California. The dam is the <br />largest ever proposed for removal. "The Matilija Dam is symbolic not only because it could become the largest <br />dam to be taken down anywhere in the world, but also because it is a prime example of dams that are <br />environmentally harmful as well as useless. This ceremony marks a new era in America," said Babbitt. <br /> <br />Todd Named Director of Operations: On Nov. 6 Reclamation Commissioner Martinez announced the <br />appointment of Larry Todd as Reclamation's Director of Operations. He will be responsible for planning, <br />formulating, and executing all operational program functions. Todd's experience spans 26 years of government <br />service in various land management, reservoir design and construction, and policy and management analysis <br />positions held in Washington, D.C., Montana, Texas, and Colorado. He was the Deputy Regional Director in the <br />Great Plains Region, Special Assistant to the Assistant Secretary of the Interior for Water and Science, and <br />Oklahoma-Texas Area Manager. He has served in his new position in an "acting" capacity since February 2000. <br /> <br />Gabaldon Named Deputy Director of Operations: On Nov. 6 Reclamation Commissioner Martinez <br />announced the appointment of Michael R. Gabaldon as Reclamation's Deputy Director of Operations. His <br />responsibilities will include program coordination among regional and area offices. As Albuquerque Area <br />Office Manager since 1998, Gabaldon is responsible for Reclamation program activities in the Rio Grande, <br />Pecos River, and Canadian River basin in southeastern Colorado, New Mexico, and west Texas. From 1996- <br />1998, he served as the Reclamation's Pacific Northwesl Regional Liaison Officer in Washington, D.C. Prior to <br />that, he served in various supervisory and field engineering positions in Oregon and Colorado. <br /> <br />Colorado Butterfly Plant Listed: On Oct. 18 the USFWS announced the Colorado butterfly plant, a .- <br />rare short-lived perennial herb, will be listed as threatened under the Endangered Species Act. The only know_ <br />populations of the Colorado butterfly plant are mostly on private land within a small area in southeastern .- <br /> <br />2 <br />
