<br />It was agreed to bring water demand projections up to 1998 and use those figures as the base demand. <br />We will draft a memo stating the assumptions he will use to update the CROSS runs to 19983. In <br />conducting the CROSS runs, we will identify shortages that occur in all sectors, including agricultural, <br />municipal, and industrial. <br />When the base demands are defined, we the information to the subcommittee. <br />In order to come to an appropriate size for Elkhead Reservoir it will be operated to meet shortages on the <br />basis of the following priorities: <br />Municipal and industrial <br />Agricultural (where physically possible to meet those demands). <br />In developing a final demand projection, the group will consider incorporation of shortages from <br />agricultural, municipal, and industrial sectors into the demand and take a look at the maximum annual <br />demands that occur under that scenario. <br />As soon as demand issues are resolved, Tom Pitts will schedule a meeting involving the River District, <br />Robert Wigington, Fish and Wildlife Service, State of Colorado; Patty Gelatt (USFWS, Grand Junction), <br />and City of Craig to formulate a plan, schedule, and budget for proceeding with enlargement of Elkhead <br />Reservoir for fish and human uses. <br />Gerry Roehm, from the USFWS, will draft a memo explaining the status of the Yampa Management Plan <br />and PBO for distribution on the Yampa PBO Iistserver. The objective is to provide an update the people <br />who participated in the October 30-31 workshop. Gerry's memo will provide a discussion of events to date, <br />outstanding issues, and a time frame for resolving those issues, and for publishing a management plan and <br />finalizing the PBO. <br /> <br />The plan is intended to provide the USFWS with a consensus recommendation about how the Upper <br />Colorado River Endangered Fish Recovery Program will allow water development in the Yampa River Basin to <br />eontinue for the next several decades while the fish species are recovered. <br /> <br />The plan will be reviewed by the USFWS in an Environmental Assessment (EA). The recommendation <br />embodies two major goals: providing approximately 7,000 acre feet of water for the fish from new and existing <br />sources and the management of non-native species. <br /> <br />.- <br /> <br />e <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />It had been hoped that the public could review the EA and the plan and meetings will be held in the <br />basin later this fall. However, the additional work that needs to be done is estimated to have set plans at least a <br />month. <br /> <br />If successfully reviewed and completed, the plan will be the basis for a Cooperative Agreement between <br />the USFWS and the state. The agreement would then be the basis for a Programmatic Biological Opinion that <br />could be completed and signed by the end of the year. <br /> <br />Agency News <br /> <br />Personnel: Todd Dougherty of the Stream and Lake Protection Program is moving to Charlottesville, <br />Virginia. Todd's last day is Nov. 17. <br /> <br />Todd can't be replaced, but we have managed to hire a former employee Anne Janicki. Anne worked <br />with the program for 12-years before leaving to raise her kids. <br /> <br />We have hired a new accountant Tech, Diana Wilson. Diana worked as an account for the DNR before <br />joining us. <br /> <br />Comprehensive Financial Audit: In November 1999 the Board recommended to the General Assembly <br />Aan Independent Audit Account be created within the CWCB Construction Fund with an initial appropriation to <br />_the account of $200,000. The purpose of the account was to fund the expenses associated with a five-year <br /> <br />15 <br />
