<br />Platte River Basin <br /> <br />South Platte Decision Support System Update: a team of five consultants is doing the feasibility <br />investigation for the SPDSS: e <br /> <br />. Brown and Caldwell: Project Manager <br />. Camp, Dresser & McKee: Groundwater' <br />. Helton & Williamsen: Surface Water <br />. Leonard Rice Consulting Engineers: Consumptive Use <br />. Riverside Technology, Inc.: GIS. <br /> <br />Initial work has concentrated on producing the Data Collection Report and the Needs Chapter for the <br />Feasibility Study. The purpose of the Data Collection Report is to detail the necessary data that will be required <br />for implementing the SPDSS. A preliminary draft of the Data Collection Report has been prepared and is <br />presently being reviewed by CWCB and Division of Water Resources staff. The revised Draft Collection Report is <br />scheduled for completion by November 30 and will be submitted to Randy Seaholm, CWCB, and Ray Bennett, <br />Division of Water Resources. The Data Collection Report's recommendations will form the basis for a FY 2001 <br />budget request for the SPDSS. <br /> <br />A series of meetings with water users throughout the South Platte River basin is now underway to inventory <br />water users' needs from the SPDSS. It is expected that there will be increased groundwater data and tool needs for <br />the SPDSS as compared to the Rio Grande and Colorado River Decision Support Systems. In addition, it is <br />expected that there will be additional needs concerning municipal areas in lhe South Platte River basin as <br />compared to previous decision support systems in the Rio Grande and Colorado River basins. <br /> <br />The final Feasibility Report for the SPDSS is scheduled for completion in 2001. <br /> <br />Chatfield Storage Reallocation Feasibility Study Update: Simons Associates, Inc., the Corps and t~ <br />CWCB study contractor, continues working on the creation of the hydraulic river model using the HEC RAS <br />program, started the environmental evaluation, and inventoried the existing facilities and public utilities for the <br />Chatfield Reservoir Recreational Areas. The contractor has requested that the CWCB prepare the "Scope of <br />Services" for the Water Availability Study. The Steering Committee membership has been selected and was <br />presented in the September CWCB Director Report. <br /> <br />Cherry Creek Dam Safety PMP Technical Review Update: The Cherry Creek PMP Selection <br />Committee has accepted the Applied Weather Associates, Monument, Colorado, proposal for the perform of the <br />technical review for the PMP Site-Specific Study for Cheery Creek Reservoir. The Corps of Engineers and <br />National Weather Service July 13, 1995 PMP study has received much criticism from the Colorado interests and <br />is one of the reasons for the CWCB involvement. This project will be of much interest to the landowners <br />upstream and downstream of the Cherry Dam. Staff is working with the consultant to finalize the "Scope of <br />Services" for the contract. The consultant has presented a very qualified team of climatologists, meteorologists, <br />and hydrologists. <br /> <br />Sterling Flood Control Project Update: The City of Sterling has given ICON Engineering, Inc. <br />(City/CWCB study contractor) the "Notice of Proceed" with the final design and construction drawings for the <br />Pawnee Creek Flood Creek Flood Control Project. Since, the CWCB approval and legislative authorization <br />there have been a number of public meetings regarding landowner acceptance of the selected planned. Senator <br />Allard's staff is conducting a general informal meeting on Nov. 15 to address landowner concerns. The big <br />issue is upstream reservoir versus a localized protection project. The feasibility study found the upstream <br />reservoirs proposal to be a non-feasible alternative by a wide margin. The cost/benefit ratio was 0.1.\0 1.0 for_ <br />the reservoir alternative. The localize protection alternative will provide the City of Sterling with 100- flood .. <br />protection from Pawnee Creek Overflows. <br /> <br />12 <br />
