<br />groups to hear what other groups were doing, These were generally well attended and <br />provided useful feedback, <br /> <br />Near the end of the process, yet another group was formed to tie the various components of <br />the plan together, This group -- the Synthesis Committee -- determined what elements were <br />missing or contradictory when looked at as a whole, It looked at some of the overarching <br />issues of all four work groups, This group was composed of members of the various interest <br />groups, water suppliers and counties, as well as some new people to give a fresh <br />perspective to the product. <br /> <br />Throughout the process, people were requested to inform their constituents of the progress <br />and to bring back comments and concerns, After all the work groups finished, the final <br />proposal was sent out once again to all the parties for final comments, The South Platte <br />Protection Plan before you reflects our efforts to balance the comments from the various <br />interests with those of the water suppliers and counties, <br /> <br />It should be noted that, despite our efforts, not all entities involved felt as represented or <br />involved as others. Inevitably, when pursuing an effort of this magnitude, meeting times and <br />locations will not please everyone. This is particularly so when dealing with such a broad <br />geographic reach. In addition, some of the groups had neither the staff, time nor resources <br />necessary to maintain extensive involvement. Nonetheless, we did have participation from <br />as far away as Colorado Springs, Longmont, and Fairplay to varying degrees, All meetings <br />were open and posted with someone who could be called at anytime, In addition, work <br />group drafts and other documents were always available on request. <br /> <br />While there was a fair amount of suspicion and pessimism expressed by most of the interest <br />groups in the beginning of the process, six months of working together, attending numerous <br />meetings and devising agreements, has greatly improved communication, reduced the <br />amount of misinformation in some areas, and led to greater understanding among many of <br />the key parties. <br /> <br />12 <br />
