<br /> <br />. t.. .; ~ I> <br /> <br /> <br />The authorized flood response purposes are pre- and post~ flood event activities, Realizing that <br />general rainfaJl and thunderstonn flood events occur within hours and days, the staff desires to <br />have certain flood response preparedness activities in place and fully operational on an as-needed . <br />arrangement. <br /> <br />DNR Division of Purchasing has certain contractual procedures that must be followed for the <br />expenditure of state dollars, Staff appreciates these procedures and desires to act in a fiscally <br />responsible mlUU1er, To respond to these fiscal requirements, staff must implement certain <br />contractual documents in anticipation of a flood event. Tn addition, staff feels that the CWCB <br />Director should have authority for the expenditure of moneys from the Flood Response Fund, <br /> <br />THE PROGRAM <br /> <br />The staff will make a presentation to the Board regarding the features and activities that will be <br />carried out under the Flood Response Program, The objectives of the program are to provide <br />advance notices, document flood events, provide reasonable infonnation for flood recovery <br />operations, and deliver mitigation recommendations for-a "community response plan" rapidly, <br />The major program elements and acuvities of the CWCB flood response program are: <br /> <br /> <br />Flood Forecasting and Preparation - The activities will: <br />· utilize federal, state, local, and private experts for developing and providing accurate flood <br />outlooks and info11l1ation; <br />· f011l1alize a programmatic approach for providing concise flood threat potential; and <br />. maintain an aCiurate and functional CWCB Flood Page to info11l1 the public before a flood <br />event. <br /> <br />. <br /> <br />Aerial Photography of Flooded Areas - The activities will: <br />· secure the actual flood event pictures showing the extent of the flood; <br />· make the pictures rapidly available for flood recovery operations; and <br />· compiie the data for future GIS uses, <br /> <br />Flood Documentation and Identification of Specific Hazards - The activities will: <br />· prepare a field report for a major flood event within 14 days from the date of occurrence; <br />· gather hydrologic and hydraulic info11l1ation for flood events; <br />. collect scientificlhistoric flood data for flood events; <br />. prepare damage assessments; <br />. generate valuable data and analysis for the development of mitigation recommendations; and <br />. prepare and produce field/annual flood documentlltion reports, <br /> <br /> <br />Evaluations and Revisions of Floodpiain Designations - The activities will: <br />· confi11l1 that hydrologic values are reasonable; <br />· verifY that the hydraulic determinations are repre$ent of field conditions; , <br />. delineate the 100-year floodplain limits, if applicable; and <br />. present floodplain changes to the local entities, CWCB, and FEMA, if applicable, <br /> <br /> <br />Flood ProtectiQn. Water Project Planning and flinancing. Stream and Lake Protection <br />Water Supply Protection. Conservation Planning <br />
