<br />I <br /> <br />MR. BARNARD, JR.: "1 don't know how deeply the Board wants to <br />go into the various occurrences since the legis- <br />lation was originally introduced. Up to the time <br />of this memorandum, the history as mentioned - <br />that is, the fact that it was introduced two Con- <br />gresses ago and most of the hearings were in the <br />85th Congress - the current version of the Wilder- <br />ness legislation that is before the Senate In- <br />terior Committee is S. 1123, which is the repro- <br />duced Bill. However, since it was introduced, <br />several of the Senators who generally favor the <br />measure have made substantial revisions result- <br />ing in a document entitled 'Confidential Com- <br />mittee Print No.3' which does amend the original <br />bill very materially. In addition, however, to <br />the amendments that are reflected by Committee <br />Print No.3, there have been proposed, I think, <br />57 other amendments to the Bill, some of which <br />are duplications. There have been two alterna- <br />tive measures proposed to the committee. <br /> <br />Of all the amendments and the various prints <br />that are before the committee, the only amend- <br />ments which have been formally adopted - the <br />only amendment I should say - is one highly tech- <br />nical language amendment which was formally <br />adopted and which was written into Committee <br />Print No.3. <br /> <br />I <br /> <br />Since the time of this original memorandum <br />that I prepared, I have written three additional <br />memoranda concerning the legislation as it would <br />be amended by Committee Print No.2 and Committee <br />Print No.3. Then to complicate matters even a <br />little further, and I think fortunately so, Sena- <br />tor O'Mahoney yesterday, at the Executive Session, <br />left his sick bed and was wheeled into the com- <br />mittee room to present to the committee another <br />alternative measure which would include the ef- <br />fect of the most important of the so-called <br />'Allott Amendments' and some other amendments <br />that had been proposed. The most important <br />feature of the O'Mahoney bill was in reducing <br />the effect of the legislation in this respect: <br />under the legislation as it was introduced and <br />as it still exists, wilderness areas would be <br />blanketed in (wild and wilderness areas) and <br />other areas could be designated by the adminis- <br />trator having charge of the lands involved and <br />they would become part of the wilderness system <br />with all the Congressional protection it is af- <br />forded if Congress didn't veto the establishment. <br />
