"Gentlemen, we will call the special meeting
of the Colorado Water Conservation Board to
order.

I have a letter here from Mr. W. M. Williams
requesting that Mr. J. K. Smith, Chief of their
Planning Development Section, be accepted as his
proxy. Are there any other proxies?"

"I'm substituting for Mr. Whitten."

"All right."

"I am substituting for Dave Miller."

"Mr. Owens for Mr. Whitten, and Mr. Bunger
for Mr. Miller. In accordance with the past
custom of this Board, unless I hear some objec-
tions, these three gentlemen will sit as proxies
for the respective members of the Board whom they
represent.

The first order of business is the approval
of the minutes of the January 14, 1960, meeting
of this Board which were mailed to all members of
the Board about ten days ago. Are there any
additions or corrections to the minutes as sub-
mitted?"

"It's the report by the Committee on
