When the Game and Fish Department purchase water rights, being another agency like this Board, we assist that agency in every way that we can in evaluating the water rights - what affect it will have on other rights and the value for any particular purpose - because they do not have hydraulic engineers to conduct those studies. The Governor's Contract Committee, as a ~atter of fact, has directed that our staff review every purchase of water rights or the establishment of any reservoir to insure either, first, that the water rights are ade- quate; secondly, that the water rights are not in conflict with existing or other potential uses. Our Congressional delegation has indicated that they are willing to introduce and sponsor legislation authorizing this pool if this Board so recommends. And that, briefly, is how we got into it."
