Did we <br />get a request, Larry, from the Game and Fish <br />Department and under what conditions are we <br />operating in considering this particular matter?" <br /> <br />I <br /> <br />"We have received - I don't know how many - <br />requests over the years from people in the Ark- <br />ansas Valley proposing this pool; to seek to get <br />authority to establish this pool. When the Game <br />and Fish Department purchase water rights, being <br />another agency like this Board, we assist that <br />agency in every way that we can in evaluating <br />the water rights - what affect it will have on <br />other rights and the value for any particular <br />purpose - because they do not have hydraulic <br />engineers to conduct those studies. <br /> <br />The Governor's Contract Committee, as a <br />~atter of fact, has directed that our staff <br />review every purchase of water rights or the <br />establishment of any reservoir to insure <br />either, first, that the water rights are ade- <br />quate; secondly, that the water rights are not <br />in conflict with existing or other potential <br />uses. <br /> <br />Our Congressional delegation has indicated <br />that they are willing to introduce and sponsor <br />legislation authorizing this pool if this Board <br />so recommends. <br /> <br />And that, briefly, is how we got into it." <br /> <br />"The question that Mr. Danielson brings up <br />is the question of whether or not lO,OOO acre- <br />feet is going to be adequate under the under- <br />standings of the Fish and Game Department. Now <br />this talks about a pool not to exceed 10,000 <br />acre-feet. If there is some determination that <br />more is needed we have wasted our time on this <br />particular legislation have we not?" <br /> <br />I <br /> <br />"I can't answer that. This lO,OOO acre-feet <br />has been considered adequate and you will have <br />a thousand conflicting opinions. But that's <br />
