and I don't see any reason why it
couldn't start here' in the State of Colo-
rado. I cannot understand why it would
not be possible, or could be made possi-
ble, that the small projects enthusiasts
could not participate in the Upper Colo-
rado River Storage Basin Fund, the same
as the larger projects. I see no differ-
ence and I believe that the State of Colo-
rado should initiate adding some projects
that would make the Basin Fund available
to the small project people as well as
the large projects and that would assist
greatly in the financing of the small
projects within the basin. I would like
to see some action taken on that."

"I think that is something that Larry
can very well review on his trip down to
Washington tonight and see if he can't
come back with some thoughts. Do you
have any comments Larry?"

"Yes, that can be done already under
the existing legislation, Mr. Peterson.
The projects set forth in Public Law 485
for construction or for investigation in
western Colorado are priority projects
only. Some of those projects actually
would fall under the category of small
projects.

We were not too well prepared for
Public Law 485; our 'investigations were
not too complete in western Colorado when
that law was enacted so we threw in every-
thing that could be tho~ght of at that
time. There is no reason why any project
over there cannot be constructed under
Public Law 485 if it meets the criteria
of existing reclamation laws, that is,
the payout period, the benefit-cost
ratio."

"Larry, I had in mind, not the proj-
ects mentioned in Public Law 485 particu-
larly. There are many smaller projects
which are not included for investigation,
authorization or any mention of them. I
am thinking of those projects now."
