I see no differ- <br />ence and I believe that the State of Colo- <br />rado should initiate adding some projects <br />that would make the Basin Fund available <br />to the small project people as well as <br />the large projects and that would assist <br />greatly in the financing of the small <br />projects within the basin. Some of those projects actually <br />would fall under the category of small <br />projects. <br /> <br />We were not too well prepared for <br />Public Law 485; our 'investigations were <br />not too complete in western Colorado when <br />that law was enacted so we threw in every- <br />thing that could be tho~ght of at that <br />time. There is no reason why any project <br />over there cannot be constructed under <br />Public Law 485 if it meets the criteria <br />of existing reclamation laws, that is, <br />the payout period, the benefit-cost <br />ratio." <br /> <br />"Larry, I had in mind, not the proj- <br />ects mentioned in Public Law 485 particu- <br />larly. There are many smaller projects <br />which are not included for investigation, <br />authorization or any mention of them.
