"I would have to get the information,
whatever information we can get together,
back to Mr. Sparks. I will be in Ivashington
that particular week myself. I think, how-
ever, in discussion with the gentlemen we
have recommended perhaps we can come up with
some reasonable idea, Mr. Chairman, of what
we are talking about in terms of money. We
know that if we put one individual to do the
job it would be a tremendous task like John
Barnard said about the abstracting of the
testimony. The codification and revisions
are contained in four volumes, about so thick
with' House Documents, and it is going to take
a lot of 'coolie' labor to just work your
way - for someone to work their way through
it."

"Well, would this delay you - the 28th?"

"No, not at all. In fact it would hurry
us to get it into to you by the 28th but we'll
do it."

"All right, may I now have an expression
from the Board as to their feelings on under-
taking this recodification from the interest
of the State of Colorado of the national
reclamation laws."

"Ben, I have the utmost admiration for
these four lawyers, but I think it is a job
that will probably take one instead of four.
I am sure that it should be left up to the
Director and Mr. Moses who isn't here today.
After all, Mr. Moses is the counsel for the
Board and I think the matter should be re-
ferred to him for his suggestion as to how
it should be handled. I think that the four
lawyers mentioned might be in some reviewing
capacity but I can't imagine anyone of the
four reading four volumes of statutes, word
for word, within the time in which you want
and answer.

I don't know whether I am guessing
right or not, Chuck, but I think I am."

suggested four. We wanted you to have some
leeway in choice."
