With the exception of the Dolores project, the staff believes that
the appropriations recommended by the President are adequate. The
Dolores projeetwtll b~'ready for cbnseruct1on'during FY 1977. This is
a high priority project and construction should be undertaken without
further !ielay. Ie: is recommended that construction funds in the amount
of not less than $850,000 be sought to initiate the project construction
during FY 1977.

It is therefore the recommendation of the board staff that the
Governor and the members of Colorado's congressional delegation be
requested to support the President's proposed budget as herein set
forth, with the addition of not less than $850,000 to initiate con-
struction on the Dolores project.
