<br />I <br /> <br />I <br /> <br />will present testimony in Washington on their particular projects. <br /> <br />The other item relates to funding of our state projects. The board <br />will recall that in January we adopted and submitted a sched~le to the <br />Speaker of the House and President of the Senate. It's our under- <br />standing that only one project will be funded this year. The financial <br />situation is very tight. Although I'm quite disappointed that we will <br />not get funding for all projects, I'lwas~advised as of yesterday that <br />only one small project will be funded, Greetville, in the sum of <br />$60,000. If this construction fund is to mean anything to the people <br />of this state, funds must be provided to construct these small projects. <br />We're getting numerous applications for assistance from this fund, but <br />there's hardly ani point in expending money and time to make feasibility <br />studies if we can t construct them. Perhaps we should ask the legislature <br />to repeal the law if it's not going to be carried out. The people of <br />this state have high hopes for these small projects. It costs from <br />five to thirty thousand dollars each to prepare a report on these proj- <br />ects and it's money down the drain if we don't get them funded. That <br />completes my report, Mr. Chairman. <br /> <br />MR. STAPLETON: Under other business, John Fetcher has a report he <br />would like to make. <br /> <br />MR. FETCHER: I think many of you are aware that the city of Thornton <br />has started proceedings to condemn agricultural water for domestic use <br />and a resolution was sent to the Water Quality Control Commission. I <br />would like to report to this board the action that was taken on March 2nd <br />concerning this condemnation suit. I will read the resolution, if I <br />may? <br /> <br />'~EREAS, the Water Quality Control Commission was made aware of the <br />pending court action of the city of Thornton to pu~bhase by condemnation <br />the water rights from the stockholders of the Farmers High Line Canal <br />and Reservoir Company, Farmers Reservoir and Irrigation Company, and <br />Lower Clear Creek Ditch Company; and <br /> <br />WHEREAS, the Commission has grave concerns as to the impact of the con- <br />version of agricultural water rights to domestic use and the lag in <br />adequate treatment of a resulting increase in wastewater; <br /> <br />NOW THEREFORE, BE IT RESOLVED, that the Colorado Land Use Commission <br />anaiyze the economic, social, and environmental impacts of this action; <br />and <br /> <br />BE IT FURTHER RESOLVED, that appropriate legislation be introduced to <br />prevent municipalities from taking such action when it is determined <br />by the Land Use Commission not to be in the best interest of the state." <br /> <br />MR. STAPLETON: Thank you, John. Is there any other business to come <br />before the meeting? <br /> <br />MR.
