I

I

It's directed primarily to find out if there is any potential of
improving the water supply situation for the municipalities along the
Front Range. That's primarily Boulder, Erie, Lafayette, Longmont,
Fort Collins and that area. It's a feasibility study only.

The Grand Mesa is a study authorized by Congress in 1956. This proj-
ect has been on the shelf for a number of years and is being reviewed
now in light of rather extensive coal development which is taking pl~ce
in the North Fork of the Gunnison Valley. The municipalities there are
having considerable growing pains and the project is being reviewed to
determine whether or not it's feasible to supply additional water to
the North Fork communities -- Hotchkiss, Paonia, Somerset and Bowie.
~'
,.. :"1:'1''':
The Upper Colorado Resources study is one directed specifically to the
Yellow Jacket and Lower Yampa. Those studies are being reviewed to
determine the availability of water for energy development, coal
resources and oil shale resources.

MR. STAPLETON: All right, does that give everybody enough information?
Will someone make a motion?

MR. JACKSON: I ,move that we approve the projects: Grand Valley .
Salinity, Paradox Salinity, San Miguel, West Divide, Dominguez, Front
Range, Grand ~sa, Uncompahgre Improvement and the Upper Colorado
Resources.

MR. FORD: I second it.

MR. STAPLETON: All right, it's been moved and seconded. Any dis-
cussion?

MR. JACKSON: I have a question, Mr. Chairman. Larry, on the salinity
study, should we make any attempt to do better on that? Isn't there
some influence on Colorado water rights, depending upon how the Colo-
rado salinity turns out?

MR. SPARKS: If you listen tD California, yes.

MR. SHERMAN: Larry, I understood that the lower basin states get the
lion's share of these funds. If that in fact is the case, is there a
way that issue could be reviewed so that the upper basin states also
would get a fair share of the funds that were set aside for salinity
projects?

MR. SPARKS: These projects are primarily for the benefit of the lower
basin, although they are in the upper basin., The lower basin will
attempt to get more money because of the benefit to them. The salin-
ity is not creating any problem for us. It's creating problems for
the lower basin, so they claim.

MR. SHERMAN: Then, in terms of division, did the lower basin states
get a substantially greater share?

-19-
