I'm not certain I 'will be able to vote <br />favorably on the appropriation without stating the position that now <br />exists. <br /> <br />MR. STAPLETON: All right. I think that was the purpose of the motion <br />that's pending. <br /> <br />, . <br />MR. VANDEMOER: Mr. Chairman, under advanced planning, would we be <br />taking sides on.it at this time? Or, if you go.ahead with the motion, <br />would you just be going ahead with the money to plan it? In other <br />words, are we talking about the construction if we vote for this motion? <br /> <br />MR. SPARKS: I think not, Mr. Vandemoer. The problem is that we don't <br />know what final plan will be proposed. Until we complete the definite <br />plan, there is nothing for us to debate the merits of. . When ,that . <br />definite plan report is completed, this board will have to take a very <br />critical look at the project to determine whether or not we-will <br />supvort its construction. Until we get the definite plan report, I <br />don t know what we have ,to consider. This board has throughout the <br />years, endorsed,the authorization,of the project. It was actuall~ autho- <br />rized in 1968. At this point we are somewhat in the dark, but we re <br />never,going to get any light on it until we ,get the completed report. <br />There:'is no way we can make an .evaluation, until that report is co~pleted. <br /> <br />MR. STAPLETON: I think the' question Mr. 'Vandemoer is raising is whether <br />it's a waste 'of money, in,that at this point if we reconnnended appro- <br />priation -- should we wait until, they resolve it? Can they resolv~ it? <br />Do we spend'the money? I think I heard you say we can't resolve it if <br />we dontt spend the.money.I have a feeling'that maybe we have thrown <br />some money down the drain. <br /> <br />MR. KROEGER:, Mr. Chairman, I ,have to agree with you, '$230;000 is not <br />exactly peanuts, but we're 'going to review some feasibility studies for <br />much more than that on five more.projects. I:also have, to agree with <br />Larry'-- how do you review a vlan until you have a plan to review? It <br />seems to me that the delay we ve witnessed here in Colorado over the <br />past several years has thrown much more money down the rat hole than, <br />this $230,000. I would like-to see them go on and complete their <br />review and then we can take a look at this. Two points I wish to make, and Mr. Kroeger <br />has made one of them -- that to vote now on an issue which is contro- I <br />versial without having the facts is very self-defeating. -- The second <br />point related to it is this -- as a bystander, I want to point out to <br />you the position of the people on the board of the district working <br />with any project which runs into problems and criticism on the part: of <br />environmentalists or Division of Wildlife, or whatever. This board, <br />like others, would be in the process year after year of attempting to <br />answer the criticisms, redesigning the projects, ameliorating the evils <br />which were brought to light, and trying to construct a beneficial <br /> <br />-14- <br />
