If there is litigation, it may carry on for a period of <br />years and may cost the State of Colorado and its water users large <br />sums of money." <br /> <br />There followed discussion of the subject by members of the Board until <br />12:15 p.m. when the noon recess vms taken. <br /> <br />Afternoon Session. <br />May 25, 1951 . <br /> <br />The Board 'reconvened at 1:45 and resumed consideration of the matters <br />discussed in the morp.ing session. <br /> <br />Following such discussion, George A. Pughe offered and moved the <br />adoption of the following resolutionl <br /> <br />WHEREAS 'the Colorado Water Conservation Board has, on numerous <br />occasions, opposed, and taken such measures as seemed advisable to <br />prevent, interstate litigation before the Supreme Court of the United <br />States pver the waters of the Colorado River; and <br /> <br />Vi'HEREAS recent events make it desirable to reconsider the question; <br /> <br />NaN THEREFORE BE IT RESOLVED by the polorado Water Conservation <br />Board that the former action and position of this Board on the matter <br />of interstate litigation over the waters of the Colorado River be and <br />it is hereby revoked. <br /> <br />BE IT FURTHER RESOLVED that the Director of'the Board, who is <br />also Colorado's member of the Upper Colorado River Commission, and <br />the Attorney for the Board, who is a member of the Legal Committee <br />of the Commission, are hereby authorized and instructed to use <br />their best judgment in representing the State of Colorado on the <br />subject of such litigation at meetings of the Upper ColoradO River <br />Commission and of its Legal Committee. <br /> <br />The motion for the adoption of the foregoing resolution was <br />seconded by A. E. Headlee. On vote being taken, the motion was <br />unanimously carried and the resolution declared adopted. <br /> <br />Further discussion ensued with respect to procedure and appropriate <br />action on the entire subject which should be taken by Colorado. The Director <br />of the Board and its Attorney suggested that it would be well to consult the <br />members of the Colorado delegation in the Congress at an appropriate time since <br />they have been in the past, and are now, in touch ,vith matters relating to the <br />subject anft will be called upon to take a position in the Congress on bills and <br />resolutions relating to the matter. <br /> <br />Thereupon, it was sugg~sted and agreed by the Board' as follows: <br /> <br />I <br /> <br />I <br />
