Beaty, of Manzanola, Colorado, <br />be and he hereby is appointed a member of the <br />COLORADO WATER CONSERVATION BOARD <br />for a term expiring MIllY 12, 1954. <br />GIVEN under my hand and the Executive Seal this <br />Eighth d~ of May A. D. 1951. <br /> <br />Dan Thornton <br />Governor <br /> <br />The Board then proceeded, in accordance with the usual practice, to <br />reorganize follOlling the seating of the newly appointed IlIllmbers of <br />the Board. <br /> <br />John Beaty nominated George J. Bailey as Vice Chairman of <br />the Colorado Water Conservation Board. The nomi.nation was <br />seconded by Judge Dan H. Hughes, who moved that the nominations <br />be closed and George J. Bailey unanimously elected Vice Chairman <br />of ,the Board. On vote being taken, the motion was carried and <br />George J. Bailey declared elected as Vice Chairman of the Board. <br /> <br />Dan B. Hunter nominated Clifford H. stone, Director of the <br />Board, as Secretary of the Colorado Water Conservation Board. <br />The nomination was seconded by A. E. Headlee, who moved that <br />. nominations be closed and Clifford H. stone unanimously elected <br />Secretary of the Board. On vote being taken, the motion was <br />carried' and Clifford H. stone was carried unanimously elected <br />as such Secretary <br /> <br />I <br /> <br />At this point, Governor IllQl Thornton entered the meeting and <br />presided as Chairman of the Colorado Water Conservation Board. Governor <br />Thornton participated in the meeting until time of adjourmnent except for <br />a brief period following the nOon recess. <br /> <br />/ <br /> <br />The Director proceeded to explain the principal purpose of this <br />meeting. He stated that on April 22, 1951, the Upper Colorado River <br />Commission, at a special meeting held in Denver, had passed a resolution <br />finding that the Interior and Insular Affairs Committee of the House <br />of RepresentativeS on April 19, 1951, had postponed 'action on H.R. lSOO <br />and 1501 (Central Arizona Project Authorization Bills) until such time <br />as the use of lIllter in the Lower ColoradO River Basin was adjudicated <br />or binding DJI1tual agreements as to the use of water had been reached <br />by states of the Lower Colorado River Basin; that under such circum- <br />stances, legal action may be taken by a Lower Basin State in the Supreme <br />_ Court of the United States to determi.ne rights to the use of water by <br />--_______ the States of the Lower Basin of the Colorado Riveri,- and that ~ <br />~ litigation in the manner in which it is initiaied may involve <br />
