Among those identified streams are: <br /> <br />. <br /> <br />1. The Yampa River from the confluence of Chimney Creek and Bear River to the <br />inlet to Stagecoach Reservoir, pages 34 and 35; and <br /> <br />2, Morrison Creek from its headwaters to its confluence with the Yampa River, <br />pages 28 and 29. <br /> <br />The Upper Yampa District Board of Directors strongly opposes the appropriation of <br />any instream flow water right by the CWCB on the above two streams, <br /> <br />The District has constructed and owns storage rights on the upper Yampa River <br />(sometimes called the "Bear River"), in Yamcolo Reservoir, and on the Yampa River at <br />Stagecoach Reservoir. We operate an informal exchange of 4,000 AF of water from Yamcolo <br />Reservoir down to Stagecoach Reservoir, for power purposes, and exchange Stagecoach water <br />up to Yamcolo Reservoir fur irrigation purposes, deliverable to the Five Pine Mesa area via the <br />Stillwater Ditch under allotment contracts that have a limited term. Discussions have occurred <br />about the possibility of delivering the exchanged water through the Elkhead Reservoir <br />enlargement, which would alter the exchange, Discussions have also occurred regarding <br />delivery of additional Yamcolo Reservoir water to the town ofYampa for its future <br />development. <br /> <br />We have been actively engaged for a number of years in considering the enlargement of <br />Stagecoach Reservoir to store an additional approximate 5,000 AF of water, and/or to firm up <br />our existing water supply, by diversions either out of Morrison Creek or out of Trout Creek. <br />We hold an existing absolute year-round flow-of-the-river water right at Stagecoach Dam for <br /> <br />. <br /> <br />Mailing Address <br />P,O.
