TIPTON <br /> <br />Consulting Engineer <br />610-611 Insurance Building <br />Denver, Colorado <br />September 10, 1952 <br /> <br />MEMORANDUM TO JUDGE STONE: <br /> <br />Subject: Proposed Narrows Reservoir Project <br /> <br />Anticipating that I may not be here at the time the proposed <br />Narrows Reservoir project is again given consideration by the <br />Colorado Water Conservation Board, I am outlining herein my <br />thoughts in this connection so they can be presented to the Board. <br /> <br />The history of the project is well known to the Board so <br />I will merely give a brief summary of it in order to form the <br />background for my conclusions. The project was authorized as a <br />part of the President's emergency flood-control program following <br />the floods in the Missouri River Basin in 1947. After authoriza- <br />tion of the project, the U. S. Bureau of Reclamation established <br />a camp and field office near Fort Morgan and was in the process <br />of making detailed pre-design exploration of the Narrows dam site <br />with the objective of preparing the project for construction at <br />an early date, when the Colorado Water Conservation Board request- <br />ed the Bureau to make studies of alternative dam sites having in <br />mind reducing to a minimum the amount of irrigated land that <br />would be extinguished by the construction and operation of the <br />reservoir. In addition to the concern of the residents of Weldona <br />Valley whose land would be inundated by the reservoir, other <br />local interests expressed concern regarding the following matters: <br /> <br />1. Possibility of adverse effect of the operation of <br />the Narrows Reservoir on the use of water under <br />existing water rights. <br /> <br />2. Possibility of a decree being entered in favor of <br />Narrows Reservoir which would operate against the <br />multiple fillings of the reservoir which have only <br />in a few cases been decreed but which nevertheless <br />have been a common practice in the South Platte <br />Valley. <br /> <br />3. The adverse effect of a decree entered in favor of <br />Narrows Reservoir on the water supplies of other <br />potential reservoirs located on the tributaries of <br />the South Platte. <br /> <br />. <br />
