Flood-control
projects should be con-
fined to upper reaches of
tributary streams. No
appropriation should
ever be adjudicated to
Narrows.

Dam would be excessively
expensive and would be
of very doubtful value.

Oppose construction
during times when moneys
and efforts should be
directed toward emergen-
cies. Loss of area for
the reservoir would more
than offset any possible
benefits.

Recommend working out a
plan for upstream control.

Recommends a program of
higher control and
storage of flood waters
and a main stream struc-
ture or series of struc-
tures for regulation
and reregulation of
streamflow.

Economy of Morgan County
is geared to the present
valuations on the assess-
ment rolls. Loss of taxes
because of relocation of
Union Pacific and loss
of land would add tax
burden to other taxpayers.
Believe the Bureau and the
Congress should make pro-
visions to reimburse
County for such lost
revenue.
