WHEREAS, the Department of Interior and the Bureau of
the Budget seem to be giving the Representatives and Congress-
men of the State of Colorado the run-around in attempting to
find out why projects in Western Colorado are not being author-
ized for construction, and

WHEREAS, the vast natural resources of Western Colorado
can only be developed if there is an assured water supply for
the development thereof, and

WHEREAS, the vast majority of the water running in the
Colorado River arises from Western Colorado, and development
of Western Colorado should be at least on an equal basis with
development of Storage projects in other states,

NOW THEREFORE, BE IT RESOLVED that the TRI-COUNTY WATER
CONSERVANCY DISTRICT propose to the Bureau of Reclamation and
the Bureau of the Budget that development of storage projects
in Colorado be put at least on an equal basis with the develop-
ment of water storage projects in other states, and propose
for the consideration of the existing organizations and the
unified Western Colorado organization for their further consid-
eration that as a means of accomplishing such purpose that all
future appropriations be opposed until appropriations are made
available for the construction of Storage Projects in Western
Colorado,.and that any further diversion of water from Western
Colorado be opposed until the present and anticipated needs
for the development of Western Colorado are provided for by
storage, and that the development of participating projects in
Western Colorado be put on a proportionate basis with develop-
ment of participating projects in other states.

After a brief discussion concerning this resolution,
the Chairman asked if there were any further comments. When
none were made he asked Dean Crawford to proceed with the next
communication.

ing resolution:

RESOLUTION ADOPTED BY THE BOARD OF DIRECTORS
OF CONEJOS WATER CONSERVANCY DISTRICT, MARCH 11, 1958

'WHEREAS, the Board of Directors of the Conejos Water Con-
servancy District entered into a contract on March' 31, 1949,
with the United States for the construction of Platoro Dam and
Reservoir, and said contract was confirmed by a special elec-
tion of the taxpayers of the said Conejos Water Conservancy
