<br />I <br /> <br />I <br /> <br />0"" <br /> <br />WHEREAS, the Department of Interior and the Bureau of <br />the Budget seem to be giving the Representatives and Congress- <br />men of the State of Colorado the run-around in attempting to <br />find out why projects in Western Colorado are not being author- <br />ized for construction, and <br /> <br />WHEREAS, the vast natural resources of Western Colorado <br />can only be developed if there is an assured water supply for <br />the development thereof, and <br /> <br />WHEREAS, the vast majority of the water running in the <br />Colorado River arises from Western Colorado, and development <br />of Western Colorado should be at least on an equal basis with <br />development of Storage projects in other states, <br /> <br />NOW THEREFORE, BE IT RESOLVED that the TRI-COUNTY WATER <br />CONSERVANCY DISTRICT propose to the Bureau of Reclamation and <br />the Bureau of the Budget that development of storage projects <br />in Colorado be put at least on an equal basis with the develop- <br />ment of water storage projects in other states, and propose <br />for the consideration of the existing organizations and the <br />unified Western Colorado organization for their further consid- <br />eration that as a means of accomplishing such purpose that all <br />future appropriations be opposed until appropriations are made <br />available for the construction of Storage Projects in Western <br />Colorado,.and that any further diversion of water from Western <br />Colorado be opposed until the present and anticipated needs <br />for the development of Western Colorado are provided for by <br />storage, and that the development of participating projects in <br />Western Colorado be put on a proportionate basis with develop- <br />ment of participating projects in other states. <br /> <br />After a brief discussion concerning this resolution, <br />the Chairman asked if there were any further comments. When <br />none were made he asked Dean Crawford to proceed with the next <br />communication. <br /> <br />MR. CRAWFORD: <br /> <br />"On March 13th we received the follow- <br />ing resolution: <br /> <br />RESOLUTION ADOPTED BY THE BOARD OF DIRECTORS <br />OF CONEJOS WATER CONSERVANCY DISTRICT, MARCH 11, 1958 <br /> <br />'WHEREAS, the Board of Directors of the Conejos Water Con- <br />servancy District entered into a contract on March' 31, 1949, <br />with the United States for the construction of Platoro Dam and <br />Reservoir, and said contract was confirmed by a special elec- <br />tion of the taxpayers of the said Conejos Water Conservancy <br />
