The suggested changes are
shown in redline. There was general consensus on Part I based on the
incorporation of the suggested changes shown below. The subcommittee
requested that the 10 findings and 8 recommendations from SSI be included in the
background section. There was discussion of how to address roundtable feedback
to questions in the Eric H. memo. The subcommittee wanted to review all
roundtable comments (as of the date of the meeting not all roundtables had
commented) and the ~uhcommittee would like to ~ee the comment~ con~olidated.

Backlll'ound

In 2003 the Colorado General Assembly authorized the Colorado Water Conservation
Board (eWCB) to implement the Statewide Water Supply Initiative (SWSI). The SWSI.
implemented a collaborative approach to water resource issues by establishing
roundtables. Membership in these roundtables represented a broad range of water nser
interests. The SWSI focused on using a common technical basis for identifying and
quantifying water needs and issues (the report can be viewed at
http://cwcb.state.co.us/SWSI/PhaseIReport. htm. ).

The SWSI also put forth a "picture" of where Colorado may be in 30 years and identified
a number of important issues and questions regarding how that "picture" of Colorado fits
with the values, objectives, and future goals we have for our state. SWSI identified 10
maior finds and 8 recommendations which are summarized below.

SWSI Maior Findings
I. Significant increases in Colorado's population-together with agricultural water
needs and an increased focus on recreation and environmental uses-will intensitY
competition for water.
2. Proiects and water management processes that local municipal and industrial
(M&l) providers are implementing or planning to implement have the ability to
meet about 80 percent of Colorado's M&I water needs through 2030.
I

Preliminary Draft

July 12, 2006
Rev. 1 Julv 17.2006
