<br />10, <br />-'3'02 <br /> <br />If the results of the operation studies are <br />extended to cover a 40-year period for financial <br />analyses, there would be 34 years of full supply, <br />disregarding minor shortages of less than 10 per <br />cent, 2 years of 17 per cent shortage, 2 years of <br />22 per cent shortage, 1 year of 37 per cent short- <br />age and 1 year of 45 per cent shortage. <br /> <br />The basic assumptions of the study contemplated <br />control of flows to maximums of 4,500 cfs at Del Norte <br />2,000 'cfs at Alamosa and 5,000 cfs, so far as possibleat <br />-Otowi" below the mouth of the Chama River in New Mexico. <br />Water~vacuated from the reservoir in accordance with <br />runoff'forecasts and subsequent flood runoff would be <br />released at rates which would accomplish this purpose. <br />Storage remaining in excess of 300,000 acre-feet would <br />be evacuated during November and December, except for <br />5,000 acre-feet which would be released in January and <br />February of the following year for preservation of.fish. <br /> <br />With regard to use of ground water storage as <br />suggested in Colorado's comments on the 1953 report, the <br />present plan contemplates the drilling of a suitable <br />well and installation of a deep well pump unit in the <br />uncultivated area between the alluvial fan north of <br />Monte Vista and the irrigated lands in the Mosca-Hooper <br />area. The well and pump would be installed on an <br />experimental basis adjacent to an existing canal serving <br />that "area. The purpose would be to determine the possi- <br />bility of salvaging for irrigation use ground waters <br />which are now lost through non-beneficial consumptive <br />use, and the possibility of providing drainage relief to <br />lands in the Mosca-Hooper area. <br /> <br />The plan provides for development of recreational <br />facilities in accordance with tentative recommendations <br />of the National Park Service. <br /> <br />I <br /> <br />The operation plan of the report contemplates <br />maintenance of a live stream below the dam to the extent <br />compatible with the'priority assigned by State laws to <br />the use of Rio Grand flows for irrigation and other <br />beneficial uses.
