Wa1cher <br />Executive Director <br /> <br />Rod Knharich <br />CWCB Director <br /> <br />Dan McAnliffe <br />Deputy Director <br /> <br />Introduction <br />At the November 6-7, 1995 Board Meeting, approval was given by the Board to grant requests for <br />easements in CWCS's right.of-way along the Chatfield Downstream Channel Improvement Project <br />(project) on a case-by-case basis. In addition, at the November 21, 2001 Board Meeting, the Board <br />adopted the "Easement Guidelines for the Chatfield Downstream Channel Improvement Project" dated <br />November 2001. The Staff has received a written request from Xcel Energy of Denver, Colorado (Xcel) <br />by letter dated January 15,2003 (attached). A formal application has been submitted by Xcel Energy <br />dated March II, 2003. This request and application, if approved, will provide Xcel an easement for the <br />relocation and construction of a service road for access to their transmission line, which is located in the <br />South Platte River floodplain in Littleton, Colorado. The proposed relocation site is South of West <br />Bowles A venue in the right overbank of the South Platte River floodplain and outside of the limits of <br />the 100- year floodplain. <br /> <br />Discussion <br />Xcel has requested a service road relocation easement for permanent access to their South Platte River <br />transmission line. The Xcel request is in response to a request from the adjacent landowner to move the <br />Xcel service road from the middle of the adjacent landowner's property. The service road reallocation <br />project for the Xcel's request is located in Littleton, Colorado. The Xcel's relocation proposal may be <br />subject to the approval by the City of Littleton and the South Suburban Park and Recreation District's <br />Board of Directors. The development does not impact any of the District's recreational features. The <br />Xcel development site is in the CWCB right-of-way limits. CWCB staff conducted a field inspection of <br />the Xcel request on March 6, 2003. <br /> <br />CWCB staff advises the Colorado Water Conservation Board (Board) that Xcel will vacate their <br />existing service road easement and return the land back to the Board without any reservations. The <br />existing easement is referenced by access easement Book 1332 page 390. Xcel will provide the Board <br />with a survey of this easement, which is 20 foot wide and approximately 130 feet long (See attached <br />map). <br /> <br />Flood Protection.
