The CDOW is forwarding this stream flow recommendation to the CWCS to meet the State of
Colorado's policy"... that the wildlife and their environment are to be protected, preserved, enhanced,
and managed for the use, benefit, and enjoyment of the people of this state and its visitors,., and that,
to carry out such program and policy, there shall be a continuous operation of planning, acquisition, and
development of wildlife habitats and facilities for wildlife-related opportunities" CRS. 33-1-101 (1), The
CDOW Strategic Plan states "Healthy aquatic environments are essential to maintain healthy and viable
fisheries, and critical for self-sustaining populations, The Division desires to protect and enhance the
quality and quantity of aquatic habitats."

If you have any questions regarding these flow recommendations, please feel free to contact me at
(303)-291-7267,

Si"'~

Mark<<!pendahl
Colorado Division of Wildlife
Instream Flow Program Coordinator

Cc: Jay Skinner, CDOW Water Unit Program Manager - wlo attachments
Sherman Hebein, CDOW Senior Fish Biologist - West Regions - wlo attachments
Dan Brauch, CDOW Aquatic Biologist - wlo attachments
Doug Homan, CDOW DWM Area 16 - wlo attachments

] The winter flow recommendation, which met 2 of 3 criteria fell outside the accuracy range (2.5 & 0.4 * Q) of the R2CROSS
model. However, because the estimated flow fell below the measured discharge and it was the flow required to maintain the
hydraulic criteria of average depth and percent wetted perimeter, the CDOW believes 0.5 cfs will protect the natural
environment to a reasonable degree.
