I

I

Mr. Fischer: I really cannot. I think that, Mr. Chairman, the oil
companies have been niggardly with their willingness to discuss that
kind of thing with those of us who are on the ground locally. I imagine
they have had the same attitude with Mr. Sparks. Either they don't
know or they won't tell. They keep the data confidential. My conver-
sations with t1r. John Hutchins, formerly manager of the Colony and now
president of Cameron Engineers, was no return flow, but nothing on
recycling.

Mr. Stapleton: Well, ,just as one member of the board, I hope the oil
companies know that they won't be niggardly with this board. We will
have some opportunity to talk with them and get some input in, not only
staff, but the board itself, if we are going to consider the natural
resources. And I can tell you are just as anxious as J am. We will
need some input from them, and the confidentiality of the whole problem
doesn't impress me much.

~tt. Fischer: Mr. Chairman, it doesn't impress the Garfield county
commissioners very much either. We find that one company that has an
important water filing for a reservoir at the confluence of the forks
of Parachute Creek has been, I think. seriously and in part quite
rightly criticized by one member of the county commissioners of Garfield
county from the standpoint of the company's insistence on operating in
a vacuum. I personally worked for this company at one time. It is not,
as far as I can determine, an intentional thing. I think that this is
just the way the companies operate. I would hope that this board, and
I am going to encourage the River District Board. and the board of
county commissioners would encourage these companies to perhaps be
willing to change their philosophy enough to have the kind of local
rapport that is so necessary. I bring to your attention an example of
the testimony by the executive vice president of AMOCO Standard Oil of
Indiana, when he testified to Senator Haskell on January 19. Senator
Haskell said, "Are you going to have a local office?" "Yes, sir."
"Where will it be?" "Denver." And I submit to you, Mr. Chairman, that
is not good enough.

Mr. Stapleton: I am not going to get in that part of it: If the board
agrees with me, I will take it upon myself to write a letter to all of
the oil companies, telling them that we will be meeting in the summer
and we would like to have an input in regard to their plans. We have
had stories of oil shale since I have been on the board and long before
I was on the board, and there ought to be some input that we can get.
Is there any objection on the part of the board members if I do that?
I like to write oil companies about their poor credit billing procedures,
and now I will trade my correspondence.

~23-
