the congressional delegation. I think this is the only way that we will
get anything done. However, it is not sufficient simply to adopt a
schedule and let it go at that. We must follow up each year to try to
get the things done that the board recommended.

In reviewing the past and current funding of these projects, there are
some problem areas. Those problem areas were pointed out in the memo-
randum to you. I wish to emphasize that we did not mention all of the
authorized projects in this memorandum because where we have no crit-
ical problem there is no point in making an issue. We have some proj-
ects for which the recommended appropriations are in conformity with
the board's recommendations. But there are problem areas. If the
state of Colorado stays committed to the proposed schedule, we will get
these things done. We have mailed out proposed resolutions. I notice
in the audience that there are people here from a good many of these
problem areas, and others from projects that were not specifically
mentioned, who might want to make some remarks concerning their projects.

I

~rr. Stapleton: All right now, all of you that are interested will notice
that in the memorandum of March l3, the projects are listed beginning
at page 3, and the resolutions that have been proposed by the staff for
action by the board today. If there are some problems about the state-
ment that has been made in the memorandum or in the resolution as pro-
posed, we would like to hear from you. If at the end there are proj-
ects which are not on the list of six on pages 3 and 4 of the memo-
randum, we will hear from those projects then.. (See Appendix A) .

So let's start with the Narrows project. Mr. Vandemoer, will you intro-
duce the new project manager.

Mr. Vandemoer: As you all know, Brie Wendt died last fall. I would
like to introduce the new manager of the Lower South Platte Conservancy
District. He is sitting right there. Gary, why don't you stand up
and maybe you would like to say something. Gary Friehauf is now the
new manager. He took Eric Wendt's position with the Lower South Platte
Conservancy District as manager. Gary, do you want to say anything?

~rr. Friehauf: I don't have anything to say about the project. I think
that the district's feelings are very well represented in the proposed
resolution by the board.

I

Mr. Stapleton: All right, then I think to be orderly about this, let's
take the Narrows resolution and see if there is a motion for its
adoption.

-14-
