Walcher <br />Executive Director <br /> <br />Colorado Water Conservation Board Members <br />Larry Lang, P.E., Chief, Flood Protection Section <br />November 14, 2002 <br />Agenda Item 25a, November 25-26, 2002 CWCB Meeting <br />Special Purpose Funds <br />Flood Response Fund - Replacement of Funds <br /> <br />Rod Knharich <br />CWCB Director <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />Introduction <br />The staff requests that the Board consider restoring the CWCB Flood Response Fund to maintain the original <br />$150,000 funding level for the 2003 flood season. <br /> <br />Backl!roundlDiscussion <br />At the CWCB November 20-21, 2000 meeting, staff provided the Board with an overview of the CWCB Flood <br />Response Program. The staffs November 2000 presentation to the Board outlined the objectives of the <br />Program and the benefits that it would provide to the State. A $150,000 Flood Response Program was <br />authorized in the 200 I Construction Fund Bill (SB 0 I - I 57) and enacted by the Colorado General Assembly. <br />This legislative action made funds available for the Flood Response Program on July I, 2001. During its <br />November 200 I meeting, the Board then approved replacement of funds to the Flood Response Fund in the <br />amount of $35,000 that were expended by staff during Fiscal Year 200 I -2002. <br /> <br />A total of $135,000 out of the $150,000 is planned to be expended during fiscal year 2003 for the following <br />pUlposes: I )$50,000 already under contract with ICON engineering for documentation of flood events during <br />the flood season, and for preparation of a 2002 Colorado Flood Documentation Report, 2) $10,000 already <br />under contract with John Henz of HDR Engineering, Inc. for participation in the Colorado Flood Task Force <br />and for flood forecasting activities during the limited spring/summer 2002 flood season, 3) $40,000 currently <br />being contracted with Ayres Associates for evaluating 100-year flood and debris flow hazards in areas that were <br />affected by wildfires during the 2002 fire season, and 4) $35,000 to implement the Scope of Work prepared by <br />staff for flood mitigation activities in the community of Otis, Colorado(the contractor has not been selected <br />yet). <br /> <br />Therefore staffis requesting the Board to authorize $135,000 to be appropriated to the Flood Response Fund to <br />replace the completed and planned expenditures during Fiscal Year 2002-2003. <br /> <br />Recommendation <br />Staff recommends that the Board request the General Assembly to authorize $135,000 from the Construction <br />Fund to be appropriated to the Flood Response Fund for expenditures by the Colorado Water Conservation <br />Board. <br /> <br />L:\boardmem\november 2002\agenda item 25a - flood response fund replacement offunds.doc <br /> <br />Flood Protection.
