The CWCB's technical contractor is WRC <br />Engineering, and a technical advisory committee provides additional technical support. Staff provided <br />the Board with a project overview at the September 2003 meeting, and presented technical <br />"Instructions" I through 6 at the November 2003 meeting, which were approved by the Board and <br />provide guidance statements for the Manual. Those 6 Instructions are stated below for reference by <br />Board members and other interested parties. CWCB staff had originally proposed that the guidance <br />statements be adopted by the Board as "Policies", however discussions with the AG's office and <br />CWCB management led to the decision that it was premature to request Policy adoption by the Board <br />regarding this project. The technical "Instructions" guide the preparation of the Manual. Future <br />efforts will be made that will lead to the drafting of revised "rules and regulations" for CWCB <br />floodplain designations. <br /> <br />Progress Update <br />The Technical Advisory Committee for the Manual held its second meeting on January 14, 2004 to <br />discuss several topics, including: I) Feedback from the November 2003 Board meeting, 2) Previous <br />draft sections of the Manual, 3) New Instruction statements 7 through 9, and 4) New draft sections of <br />the Manual. The consultant is generally on schedule as outlined in the scope of services, and we <br />expect that a complete draft of the deliverable will be available for review in April of 2004. <br /> <br />Previously Adopted Instructions <br />The Board, at its November 2003 meeting, adopted 6 Instruction statements to be included in the <br />Manual.
