GENERAL BACKGROUND

As per Rule 5.21 of the Instream Flow Rules, adopted by the Board, October 18, 1999, the
attached stream segments are being recommended for the Board's consideration for
appropriation. These segments have been reviewed by CWCB staff to ensure each flow
recommendation and data set is complete and standard methods and procedures have been
followed. In addition, staff has completed its map work and water availability studies.

Staff has identified approximately 14 stream segments which are ready for the Board's
consideration for appropriating instream flow water rights. These reaches are located in Teller,
Fremont, and Garfield Counties and are listed on the attached Instream Flow Recommendations
summary tables by their respective water division.

TECHNICAL INVESTIGATIONS

The attached Executive Summaries form the basis for the staffs recommendations. A complete
report including all field data, studies and analyses for each stream segment will be made a part
of the Board meeting record and provided to each Board Member at the January Board meeting.
