And subsequ~nt to that <br />we made available to the Upper Colorado River <br />Commission the so-called pink book which Larry <br />was referring to. The pink book sets forth major <br />errors and omissions claimed by the companies in <br />the analysis of the Bureau whereby we asserted <br />that if those errors and omissions were corrected <br />that actually the Bureau's own figures should <br />.conclude that more irrigation assistance would <br />be provided under the combination plan than under <br />the all-federal plan. That was the issue prior <br />to the time we went before the House Appropria- <br />tions Committee in June. And I want to say to <br />this Board right now, so there will be no mis- <br />understanding, that everything involved between <br />our system and the 'yardstick' system is today <br />academic, passe' and strictly a jumble of figures <br />because the Bureau does not propose to build the <br />'yardstick' system. They have presented to Con- <br />gress their intention to build what we call the <br />'modified yardstick' system. This is now being <br />developed before the House Appropriations Com- <br />mittee. <br /> <br />I <br /> <br />What I believe this Board should have before <br />it, before it makes any decision in this matter, <br />is what is the effect of the modified yardstick <br />system on irrigation assistance and how does our <br />proposal compare to the modified system. I real- <br />ize this puts a lot of figures before you. What <br />I would like to do, though, this morning in the : <br />brief time that I have is to bring you up to <br />date on where this matter is now before the Con- <br />gress. Because the real issue before Congress <br />is not the benefits of our system over the yard- <br />stick system, it's the comparison of the combina- <br />tion system on the modified system. Dick, I <br />wonder if you could act as a pointer and I'll <br />just talk from here? It might be a little <br />simpler.
