S.B. 414 - Instream flow program amendments. <br /> <br />a. please find attached the Senate passed version (stamped <br />nREENGROSSEDn) and House passed version (stamped <br />"REENGROSSED/REVISED n) of thi s bill. <br /> <br />b. Also, please find attached an April 28, 1981, letter <br />addressed to Senators Anderson and Yost from the <br />attorneys for the Northern Colorado Water Conservancy <br />District. <br /> <br />2. S.B. 439 - Annual project authorization bill. <br /> <br />a. This bill has passed the Senate and was, as of the <br />date of this memo, also passed out of the House. <br /> <br />b. It was substantially amended in the House to include <br />provisions: <br /> <br />(1) Making the four ex-officio members non-voting <br />members, <br /> <br />(2) Setting the floor on service charges at 5 percent, <br /> <br />(3) Providing that interest earned on monies in the <br />construction fund accrue to the fund, <br /> <br />(4) Incorporating the Board's new policies nearly <br />verbatim, <br /> <br />COLORADO WATER CONSERVATION BOARD.
