<br />. <br /> <br />. <br /> <br />bill which would provide amendments to the Board's instream <br /> <br />flow program. Mr. McDonald noted that S.B. 414 as it emerged <br /> <br />from the Senate represented a delicately balanced compromise <br /> <br />acceptable to a wide range of interests. However, when the <br /> <br />bill moved to the House of Representatives, it was <br /> <br />substantially amended, resulting in a bIll which was not at <br />~ <br />all acceptable to most of the parties whorinvolved in <br /> <br />developing the compromise version that had emerged from the <br /> <br />Senate. Mr. McDonald indicated that he had taken the <br /> <br />position that the Senate version of the bill was an <br /> <br />appropriate compromise and that he had urged Senator Anderson <br /> <br />and others to request a conference committee on the bill <br /> <br />rather than accept the House amendments. <br /> <br />With respect to S.B. 439, as passed by both the Senate <br /> <br />and the House (see Appendix T), Mr. McDonald explained to the <br /> <br />Board each of the major provisions in the bill which had been <br /> <br />added by way of amendment in the House of Representatives. <br /> <br />He also explained to the Board the various issues which had <br /> <br />been raised and concerns which had been expressed by assorted <br /> <br />legislators d~ring the ~onsideration of the bill by the House <br />Agriculture, Livestock, and_~Natural Resources ~ommittee and <br />- -----~ -- . ---- ---- <br /> <br />during debate on the floor of the House. <br /> <br />Considerable discussion ensued among members of the <br /> <br />Board concerning various provi~ions of the bill and whether <br />..It- <br />or not the Board should take a position the~n.
