"We'll see what we can find out. We've had
so many of these and I hate to schedule these
special ones unless we have to. It may be that
we can do it by telegraphic poll or otherwise
but let's discuss that later.

WHEREAS, Felix L. Sparks, during the past three years,
has served the Colorado Water conservation Board as its Director,

AND, WHEREAS, his impartial, informed leadership has
resulted in resolving many of the long-standing disputes between
areas of the state so that Colorado stands unified in water devel-
opment as never before,

AND, WHEREAS, the aggressive, diligent and extremely
competent nature of his services has resulted in a marked acceler-
ation of the water resource development of the State of Colorado
and a marked increase in the stature of the Colorado Water Conser-
vation Board in the eyes of the people of the State, the West and
the Nation,

AND, WHEREAS, Mr. Sparks has been recalled to active
duty in the armed forces of the United States, and must take a
leave of absence as Director of this Board,

NOW, THEREFORE, BE IT RESOLVED by the members of the
Colorado Water Conservation Board in regular meeting assembled,
that this BOard go on record expressing its sincere appreciation
and the appreciation of the people of the State of Colorado for
the splendid services performed by Mr. Sparks;
