Hansen (R-UT) has introduced HR 2348, the bill to authorize the Bureau <br />of Reclamation to construct capital projects associated with the Upper <br />Colorado and San Juan River Endangered Fish Recovery Programs. A copy <br />of the legislation, a status report, a copy of Rep. Hansen's remarks from the <br />Congressional Record, and briefing documents explaining the legislation is <br />attached. Also attached is a draft letter to the Rep. Doolittle, the chairman of <br />the House Resources Subcommittee with jurisdiction over this bill, asking for <br />hearing in September. <br /> <br />No companion bill has been introduced in the Senate. Sen. Allard had <br />indicted he would sponsor the measure and gather cosponsors. <br /> <br />Members of the Programs' Management Committees are still discussing <br />issues associated with the bill that may lead to amendments. For example, the <br />bill authorizes power revenues to be used for "base funding." The Colorado <br />River Energy Distributors Association wants to see power revenue <br />contributions made commensurate with state contributions. This has led <br />members of the Management Committee to realize it is necessary to expedite <br />decisions about extending the Colorado River program beyond 2003. <br /> <br />Management Committee members will try to review a proposed Cooperative <br />Agreement extension with their Implementation Committee representatives <br />(Greg Walcher for Colorado) before the Management Committee meets in <br />Salt Lake City on August 16. A copy of an extension agreement prepared by <br />the chairman of the Management Committee, John Shields of Wyoming, and <br />a copy of the original 1988 Cooperative Agreement is attached.
