The estimated total
cost of the project is $345,000. Please see the attached project summary and map.

Backaround
The LPBCC, located In Morgan County, operates the Lower Platte and Beaver Canal for the
benefit of the shareholders by providing direct flow irrigation water to a 15,000-acre service area.
The diversion is located on the South Platte River, about 4 miles east of Fort Morgan. The delivery
system consists of the diversion and about 25 miles of canal, constructed in the ,late 1800's.

There are 101 irrigation wells under the Lower Platte and Beaver system. These wells must be
augmented to cover depletions, in order to pump. The LPBCC operates an existing project that
generates well augmentation credits; however these credits are not sufficient to cover all the wells.
The LPBCC wishes to construct a recharge well, a connecting pipeline, and multiple recharge
sites to fully utilize an existing 1972 recharge/augmentation priority, as well as an additional
priority dated 2003.

Feasibility Studies
Brent Nation, PE, of Nation Engineering Services, Inc. has completed the feasibility study. The
study includes an assessment of alternatives available for construction of a well augmentation
project.

The Lower Platte and Beaver Canal Companv
The LPBCC is a mutual ditch company and a non-profit corporation registered in the State of
Colorado. There are 90 shareholders and 1476 shares of stock. The LPBCC has the power to
set annual assessments to be paid by the shareholders, the power to cut off waler deliveries 10
shareholders that fail to pay their assessments, and the power to acquire and sell the shares of
delinquent shareholders.
