. Review of Previously Approved Financial Policies

Over the past several years the Board has adopted financial policies that have
directed the administration of the Construction Fund and the Severance Tax Trust Fund
Perpetual Base Account. The policies have been included in the Construction Fund
"Guidelines for Financial Assistance" but have not been written up individually as stand
alone policies.

In order to bring these policies to the attention of the Board in preparation of the
upcoming Construction Fund loan application process in November and January staff has
prepared individual policy statements. The format for each statement is consistent in its
presentation of a policy number, subject, effective date, revision date (if applicable), the
policy, purpose, applicability, and the procedure (if applicable).

In addition to the 6 policies recently adopted by the Board are 6 policies that the
Board has adopted over the past several years. Included in the Board's "CWCB
Information Handbook" is a Policy index and a copy of all the adopted policy statements.
Staff will briefly review with the Board at the Gunnison Board meeting those policies
adopted a few years ago (Policy #7- 12).
