. Mission of the Strategy

The strategy will guide allocation and management of state resources to provide technical
assistance to covered entities!, resulting in a measurable increase in the number and
quality of water conservation plans in place throughout the state.

In addition, this project must be performed in such a manner as to support the CWCB in its
efforts to achieve its fundamental goals of:

Conserving the waters of the State for wise and efficient beneficial use;
Developing waters of the State to preserve the natural environment to a reasonable
degree and fully utilize State compact entitlements;
Protecting the waters of the State for maximum beneficial use without waste; and
Managing the waters of the State in situations of extreme weather conditions - both for
floods and droughts.

Stated Obiectives of the Strategy
The CWCB Board believes that current practices of local
water conservation planning within the state could be
improved in some locations. The CWCB Board also accepts
its role in helping local entities to improve their water
conservation planning by providing technical assistance.
Finally, the CWCB Board recognizes that current statute
governs and influences how some local entities plan and
implement water conservation efforts, since state statute
defines those entities that are required to have water
conservation plans, and lists water-saving measures that
local entities must consider in the development of their
plans.

The CWCB therefore has established that the strategy
developed herein shall achieve the following objectives:

. Increase the number of local entities with CWCB
approved plans.
. Improve the nature and breadth of water
conservation practices at the local level.
. Increase technical assistance that the CWCB
provides to local entities.
