RE: AGENDA ITEM # 4 - PROPOSED BOARD RECOMMENDATION

During the discussion of the agenda item you will be re-familarized with the Technical Assistance to
Covered Entities proposal that you approved in September 2002 at the Gunnison Board meeting.

In brief, we will be asking you to approve moving forward with Phase II, ofthis three phase project,
that is designed to increase both the quantity and quality of water conservation plans in Colorado.

Phase II Summary
~. Develop and maintain a CWCB water conservation data/information warehouse,

. Conduct education/public relation efforts to increase awareness ofthe role of water
conservation.

}k-. Develop internal policy and internal guidelines for water conservation planning.

. Evaluate the intent and desire of the state to revise statutes regulating water conservation
planning,

. Develop and conduct technical workshops relating to water conservation.

. Create grant program for technical support of covered entities water conservation planning
efforts.
