<br />.. <br /> <br />.- <br /> <br />. <br /> <br />WHITE PAPER: TECHNICAL ASSISTANCE TO COVERED ENTITIES <br /> <br />GOALS AND OBJECTIVES <br />Water conservation is a critical aspect of water supply and demand management. State law <br />requires any "covered entity" to complete a water conservation plan as part of its application <br />for State grants and loans. The Colorado Water Conservation Board (CWCB) is encouraging <br />more municipalities to create and implement water conservation plans. <br /> <br />It is the CWCB's goal to: <br /> <br />. Increase the number of covered entities with CWCB-approved water conservation plans, <br />. Improve the nature and breadth of water conservation practices at the local level, and <br />. Increase the technical assistance the CWCB provides to local entities for water conservation <br />planning. <br /> <br />The CWCB is launching a two-phase project to: <br /> <br />. Develop a strategy to guide allocation and management of state resources to provide <br />technical assistance to covered entities for water conservation plan development, and <br />. Implement the strategy, resulting in a measurable increase in the number and quality of <br />water conservation plans in place throughout the State. <br /> <br />. The strategy will be developed through the completion of the following four tasks: <br /> <br />1. Determine what water conservation plans currently exist on file with the State. <br />2. Evaluate the "quality and effectiveness" of the current water conservation plans. <br />3. - Develop content for new plans based on guidelines and Best Management Practices in other <br />western states. <br />4. Develop a strategy for providing technical assistance to those entities that require and <br />request water conservation planning support. <br /> <br />Preliminary steps that will lay the foundation for the development of a sound strategy include: <br /> <br />. Summary of current state statutory requirements. <br />. Inventory of water conservation plans. <br />. Inventory of water providers with and without conservation plans. <br />. Summary of interviews with municipal water planners. <br /> <br />This white paper is intended to summarize findings of the above four steps and provide <br />recommendations for the path forward. <br /> <br />. <br /> <br />Summary of Current State Statutory Requirements <br />Pertinent state statutory requirements are largely contained in three acts: House Bill (HB) 1169, <br />HB 90-1106 and HB 91-1154.
