.>

.

.

.

The CWCB will develop a listing of programs and authorities that are available to covered entities
for funding support of water conservation planning and implementation. At some point in the
future, this portion of the data warehouse will include specific information regarding CWCB
conservation funding opporhmities and application methods and requirements.

Conduct Education and Public Relations Efforts - Education and public relations efforts will focus
on providing a wide range of the state population with information relevant to water conservation
planning and implementation. Brochures and fact sheets will be prepared on at least an annual basis
providing covered entities and other interested individuals with information on state programs and
technical assistance support, and future educational opporhmities such as workshops. The brochures
will be prepared to support mailings, whereas the fad sheets will be handed out at meetings and
posted on the CWCB website.

News releases will be prepared and provided to the Executive Director's Office for dissemination to
the local press corps. News releases will provide summaries of program developments and
important information on water conservation planning within the CWCB.

Provide Other Technical Support (including workshops) - Other technical support will include
having the CWCB and its consultants prepare for and conduct workshops, prepare for and attend
conferences, and provide support to Board and Board staff that are given opporhmities to speak in
forums statewide. The most important, and also most costly, of these efforts will be planning for and
conducting workshops.

The workshops are intended to provide a forum for the CWCB to give specific guidance to covered
entities regarding current and future water conservation policy, current water conservation planning
requirements and plan submittal protocols, and once developed, example water conservation plans.
The workshops also provide covered entities, and other workshop attendees with the setting to give
feedback directly to CWCB regarding their policies, procedures and recommended plan content.

Phase II Components - Policy Development
The policy development task is a critical component of the overall strategy. Similar to the technical
assistance activities, policy development will occur throughout both phases of strategy
implementation, however the policy development activities may vary significantly between phases
depending on the Board guidance, influences of other CWCB and DNR projects, and political
pressures.

For this phase, policy development will include two key activities - prepare internal policy for water
conservation plan review and approval, and evaluate the intent and desire of the state to revise
statutes regulating local water conservation planning.

9 .
