<br />. <br /> <br />. <br /> <br />. <br /> <br />Strategy Components <br /> <br />Consistent with the recommendations presented above, the strategy that is being proposed will <br />include the implementation of components for: <br /> <br />. <br /> <br />Providing technical assistance to covered entities, and <br />Evaluating, and where appropriate, revising state policy as it relates to water conservation <br />planning. <br /> <br />. <br /> <br />Some of the components that are contained in the strategy can be implemented in a short timeframe, <br />whereas other components will require a long timeframe. Therefore, the strategy will include <br />implementation of two phases - one to be conducted during state fiscal years 2004 and 2005, and one <br />to be conducted during state fiscal years 2005 through 2007. The specific components to be included <br />in each of these two phases are described below and summarized in Figure 1 on the following page. <br /> <br />Note that the development of this strategic plan for providing technical assistance to covered entities <br />is considered to be Phase I of the overall project. Therefore the two phases that are used to describe <br />the implementation of the strategy are Phases II and III. <br /> <br />Phase II Components - Technical Assistance <br />The technical assistance activities that are to occur during fiscal years 2004 and 2005 are: <br /> <br />. <br /> <br />Develop and maintain a CWCB data/information warehouse <br />Conduct education and public relations efforts <br />Provide other technical support <br /> <br />. <br /> <br />. <br /> <br />Most of the technical assistance tasks that are initiated during Phase II will continue into Phase III of <br />the project. <br /> <br />Develop and maintain a CWCB data/information warehouse - This warehouse will serve to help <br />water users in the state find useful information related to water conservation planning. The data <br />warehouse will contain: <br /> <br />. Information on state and local programs including updates as statutes and policies change <br />. Links to technical content and technical resources <br />. Links to other state and federal programs and guidance documents <br /> <br />The data warehouse will also be populated with water use and delivery data generated for covered <br />entities by the CWCB, SEO, DoLA and the WQCD. These data will be updated as information is <br />collected, as new plans are placed on file with the CWCB, and as other state agencies collect these <br />data. <br /> <br />Guidance documents and worksheets will also be placed in the data warehouse, based in part on <br />the results of state policy development efforts, providing covered entities with "model" water <br />conservation plans to follow for their jurisdictions. <br /> <br />The CWCB will create web-based mappings of the state that identify the location of covered entities <br />with approved water conservation plans and hot links to digitized copies of the approved plans. <br /> <br />7 <br />
