Walcher <br />Executive Director <br /> <br />Rod Kuhasich <br />CWCB Director <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />Update and Request for Board Action on the Technical Assistance to Covered Entities Proiect <br /> <br />The Conservation and Drought Planning Section's Office of Water Conservation (OW C) undertook a <br />thorough review and analysis of water conservation planning by covered entities, the role state government <br />has had in determining the content ofthese plans and participation in planning efforts \ and the current status <br />of conservation planning in the Western U.S. The following activities were completed as part ofthis project: <br /> <br />e <br /> <br />. A summary of the State of Colorado's statutory water conservation requirements; <br />. A determination, inventory and evaluation of water conservation plans currently on file with the State; <br />. Identification and mapping of municipal entities with and without conservation plans that provide over <br />1,000 acre feet of water; <br />. An evaluation ofthe quality and effectiveness of existing water conservation plans, and <br />. A determination of the "state of the science" and best management policies and practices in water <br />conservation planning within other Western States, <br /> <br />Based on the performance of the above activities, a Strategy was developed to guide allocation and <br />management of state resources to provide technical assistance to covered entities for water conservation plan <br />development. The Strategy contains multiple elements including: <br /> <br />1. A clear mission statement: <br />The strategy will guide allocation and management of state resources to provide technical assistance to <br />covered entities, resulting in a measurable increase in the number and quality of water 'Conservation plans <br />in place throughout the state, <br /> <br />2, Measurable objectives: <br />. Increase the number of local entities with CWCB approved plans, <br />. Improve the nature and breadth of water conservation practices at the local level. <br /> <br />I A Covered Entity is dermed as any entity "with a legal obligation to supply, distribute, or otherwise provide water at retail to <br />domestic, commercial, industrial, or public facility customers, and which has a total demand fm such customers of two thousand <br />acre-feet or more [per year]." <br />Flood Protection.
