SPARI<S:

City of Denver, in all of the flood plain
studies. All that we can do through our
agency and with the corps of Engineers is
to disseminate the information. If they
don't want to act on it there is no way we
can compel local governmental agencies, under
existing law at least, to adopt flood plain
regulations."

"There is no state agency that has zoning
authority is there?"

tlNo.1t

"Just the county commissioners or munici-
palities?"

"Correct. "

"What I was wondering is what is to be
gained if we designate this area you spoke
of at Wadsworth and Clear Creek and somebody
doesn't take the thing from there and pre-
vent it?"

"The first step is to point out the
hazards. From there on we can only push to
see that the recommendations are adopted.
Sooner or later floods will occur. We'd
like to see zoning done before the damages
occur.

Back to Hr. Stapleton's question, in
that area below the Chatfield Dam the Corps
will construct an adequate channel for any
anticipated discharge, taking into consider-
ation that the dam will be there. As part of
that plan it's the obligation of this Board
to secure the rights-of-way. We will have a
final report this month on all the appraisals.
We have the tracts identified. We have had
negotiations with some landowners.

We hope to develop the acquired area
through recreation districts into park areas.
